Guo is a former People’s Republic of China state council legal specialist and has an office in Beijing. She unsuccessfully ran for mayor of Richmond in 2018.

The LSBC found that real estate lawyer Guo committed professional misconduct again, her fifth such offense since 2020, with four more allegations still outstanding. She is serving a one year suspension after attempts to boot her from the practice of law failed. Her list of violations is long and egregious. In 2020 a judge threatened to incarcerate Hong Guo for 40 days for failing to provide financial documents in a civil case in which she is a defendant.
