Greenbelt Fraud - RCMP investigating - update VI

Mounties announced they are investigating Ontario's Greenbelt steal. “Therefore, no further updates will be provided at this time.” The RCMP was referred the file by the OPP in August to avoid any perceived conflict of interest. The OPP anti-rackets branch has been reviewing multiple complaints since mid-December.

"There's going to be a complete review from top to bottom and they're gonna have to stand on their own merit. Despite the re-evaluation, Ford said that progress will continue on developing the 14 remaining sites. “We're going to show how these builders these landowners are going to spend billions of dollars and supporting the community that they're building.”

The unregistered lobbyist formerly known as Mr. X is a key player in the report by Ontario's integrity commissioner. He is former Clarington Mayor John Mutton. He offered Raptors tickets and golf games to figures in the housing ministry while negotiating a $1m "Greenbelt fee" contingent on getting a parcel of land developed in Clarington. Mutton was contracted to work on getting 86 acres of land north of Nash Road out of the Greenbelt by its owner, Peter Tanenbaum. Tanenbaum purchased the property for $2.7m 20 years ago. In Sept 2022, Mutton wrote Tanenbaum saying that he had a lunch meeting with Amato and deputy chief of staff Kirstin Jensen. "Ours is the only file that I am discussing. I also have them coming to golf at Goodwood in 2 weeks with me and to a Raptors game," he said in an email.

Mutton and Tanenbaum negotiated a contract on August 9, 2022, where he would be paid a $6k per month and a 'Greenbelt Fee' of $225k when final approval was obtained to remove the lands from the Greenbelt and a 'Rezoning fee' of $775k when authorization to develop the land was granted. Staffer Kirsten Jensen attended the free lunch, and said it took place on September 27, 2022 at Joey Eaton Centre. She denied discussing anything Greenbelt-related but said that Mr. X gave her a handout. Nash Road Developments Inc. is the owner of the land slated for removal from the Greenbelt in Clarington. Its president is Peter Tanenbaum.
Mutton is the President of MuniSol Inc. and Municipal Solutions Energy and Infrastructure LLC., consulting firms. He was accused multiple times of domestic abuse.

Arsène Mompoint whacked - update V

The Sûreté du Québec carried out four search warrants in Montreal in July as they investigate the death of gang leader Arsène Mompoint, who was killed in Kanesatake on July 1, 2021. The shooter got out of a grey sport utility vehicle and shot Mompoint at point blank range. A burned out van was found nearby. Mompoint, 47, was shot 3 times in the head while in a cannabis dispensary the Green Room in Kanesatake. Mompoint was linked to the Reds street gang and was the leader of 'Unit 44' a group that carried out hits for organized crime, particularly the mafia. Mompoint worked for murdered Salvatore Scoppa. Mompoint was in conflict with other top players in Montreal organized crime, including gang leader Gregory Woolley, who is close to the Sicilians.

Cocaine booming, Afghanistan meth on the rise - UN

Cocaine supply is increasing to meet booming worldwide demand and meth trafficking is expanding beyond established markets, including in Afghanistan where the drug is now being produced in significant quantities. Afghanistan’s producers began experimenting with extracting ephedrine from the abundant ephedra plant, and by 2018, most local meth labs were using the plant. Costs are a fraction of those anywhere else in the world. Meth production is a growth industry. The number of people using drugs rose by 23% to 296m in 2021 from 240m in 2011 according to the annual UN World Drug Report.
Ephedra, known as oman in some areas of the country and bandak in others, grows abundantly in Afghanistan’s mountainous central highlands. It is behind the growth in the meth industry in Afghanistan. Materials are easy to obtain: the ephedra plant is legal in Afghanistan, and other chemicals like iodine, red phosphorus, and sulfuric acid, are widely available in the country. Aside from the key ingredient of ephedrine or pseudoephedrine, meth production requires only a handful of chemicals, kitchen glassware, and a gas burner. Depending on the quality of the ephedra plant, between 115 and 270 kg are required to produce 1 kg of ephedrine, which yields about two-thirds of a kilogram of meth.
The dried ephedra is ground into a flour and soaked in a mixture of water, gasoline, salt, and caustic soda for 24 hours. The solution is filtered and transferred into a metal tank. The next stage involves heating with salt, sulfuric acid, and xylene, creating a residue that looks like dried yogurt. This is ephedrine, which is sold or converted into meth through a reaction with iodine and other chemicals.

Bakwa has become the hub of the meth trade. The Taliban charge drug traffickers a tax. The report estimates the Taliban are earning millions a year from Bakwa district alone. Afghanistan produces meth at a tenth of the price of production in Southeast Asia but at comparable quality.
Ephedra is harvested in at least eight Afghan provinces, dried in the central highlands, and then sold to labs in the south and southwest where ephedrine and meth are produced. The Taliban controls virtually all Afghan drug distribution. The group has become increasingly reliant on the production of ephedrine and meth as a source of income.

Gangster moll set up drug dealer ex-husband for death


Coleen Campbell, 39, was convicted of manslaughter after plotting to have her husband Thomas Campbell robbed of cash and drugs. Thomas was ambushed by 3 men as he unlocked his front door in Mossley, Manchester in 2022. She provided information to John Belfield, mastermind of the killing.
One of the three attackers, convicted armed robber Reece Steven, 29, was found guilty of murder and jailed for life with a minimum term of 37 years. Prosecutors launched a proceeds of crime investigation to claw back some of the couple's loot. The case has been settled with Coleen Campbell ordered to pay £76,500 within three months. If she fails to pay in that period, she could have another nine months added to the 13 year prison sentence she is currently serving. Prosecutors said the sum would be paid from her equity in the couple's home, which is set to be sold off.

Hundreds of kilos of cocaine washing ashore in U.K.

Hundreds of kilos of cocaine were found in the sea off St Aldhelm’s Point and Durdle Door in Dorset Oct 2 by fishermen. A second batch was found on a beach on the west coast of the Isle of Wight.

Restaurant Prima Luna shuttered

Restaurant Prima Luna was ordered to shut its doors for 25 days because it catered to HA and mafioso during the COVID-19 pandemic, when all restaurants were supposed to be closed. Prima Luna received the order from the Régie des alcools, des courses et des jeux in mid-September.
Among the men cops took issue with after multiple incidents were the departed Francesco Del Balso, as well as Martin Robert and Stéphane Plouffe, HA whose homes were recently raided. York cops nail 39 in Project Crystal

York cops seized more than $7m of drugs and charged more than three dozen people following a five-month investigation in Newmarket. 39 are charged with 156 criminal offences in Project Crystal. Cops seized 11 kg of meth, 2 kg of fentanyl (including raw fentanyl), 6 kg of cocaine, 900 grams of MDMA (ecstasy), 100 kg of pot, and a gun.

Antonio Tejón - cocaine kingpin sprung


The boss is a member of a well-known family from the Spanish city Castellar de la Frontera, which uses a fish company in Algeciras as a front.
A court in Spain’s Andalucia released Antonio Tejón, the leader of the Castanas criminal group on bail for €400k. He spent nearly three years in jail. The mega-case against Tejon and his henchmen is ongoing at the Algeciras courts in the province of Cadiz. Two huge rooms at the Algeciras courts are for the biggest trial in Spanish history. The Guardia Civil believes Tejon has assets of €30m. Cops have amassed information about the drug smuggling the Castanas carried out for years. Prosecutors want to sentence 56 defendants to over 700 years and fine them more than €5m. They want to cage Tejon for 12 years. He continued to lead the gang from prison via one of his associates. The seizure by European cops returned €223m worth of cocaine. 13 were arrested and 8 locations were searched in Cádiz and Malaga in June which led to the seizure of 6.5 tonnes of cocaine, luxury watches and €1.5m in cash.
Tejón's network was organized on two levels; a top tier which was made up of 45 people and a second level, made up of another hundred individuals, who were mainly in charge of surveillance work and moving product. The Los Castañas network had its own jetties, fleet of boats, drones to monitor the trips and security forces, as well as tractors and trucks. Tejón ran his operation from jail. Tejón returned to court just four months after being acquitted in another case, in which he was tried, along with his brother 'Isco' and fourteen others, for two shipments intercepted in 2016 in La Línea de la Concepción.

Bahman Djebelibak, known as Bobby Shah, is among 28 individuals and companies sanctioned by the U.S. The U.S. Treasury says Djebelibak, through his Valerian Labs Inc. and Valerian Labs Distribution Corp., was a major customer of Jinhu Minsheng Pharmaceutical Machinery. Jinhu Minsheng sells pill-press machines with “pharmaceutical imprints on ecommerce platforms and has provided pill dies for counterfeit oxycodone M30 tablets.” His companies are based at 1971 Broadway Street in Port Coquitlam. “Valerian Labs Inc. has received shipments of methylamine hydrochloride, which is a precursor chemical used to produce methamphetamine and MDMA. Valerian Labs Distribution Corp. has tried to procure 2,000 litres of chloroform, 800 litres of dichloromethane and 200 kilograms of iodine, substances used in the production of fentanyl, heroin, and methamphetamine.” He is accountable for “the international proliferation of illicit drugs or their means of production.” Djebelibak and his deceased wife, Ramina Shah, were caught up in 2018 cop raids of Valerian Labs and the couple’s mansion, which led to a failed B.C. civil forfeiture action after cops violated their rights.
At the couple’s $2.9m mansion in Maple Ridge, cops seized a Land Rover, a Porsche and a 2006 Pontiac G6. A hidden compartment in the car contained two kilograms of fentanyl, a one kilo brick of cocaine, and cutting agents. In January 2022, realtor Ramina Shah was stabbed to death in a parkade in Coquitlam. Djeblibak has been implicated in money laundering and fraud dating to the early 2000s. The couple claimed they earned just $20k per year.

Colombian cocaine boss Griselda Blanco was a force. The mother of four rose to the top levels of cocaine trafficking, murdered all three of her husbands, killed hundreds of others and amassed staggering wealth. Netflix has a six-episode drama series, starring Modern Family’s Sofia Vergara as the Queenpin. Griselda Blanco earned a reported $1.5 billion at her peak. Her foot soldiers murdered rivals at will. Her killers rode up to targets on motorbikes, shot them, then rode off. It’s a technique now used all over the world. In 1985 she was found guilty and sentenced to 15 years in prison. She was ultimately released in 2004. Blanco was deported to Colombia, where, in 2012, at age 69, she was shot twice in the head. The killers? Two men on a motorcycle.
Griselda Blanco went from a slum in Medellin, Colombia, to ruling a $2b cocaine empire. She grabbed power by being more ruthless than other drug lords in the 1970s. She kept order with a gold-plated submachine gun studded with emeralds, while netting $80m a month. At one point, it is said she and kingpin Pablo Escobar were ordering constant hits on each other. She is linked to over 200 murders, including the fathers of her sons.

Michael Corleone Blanco 42, was a major figure himself in his mother's empire after she was given 25 years in the US for trafficking. He is said to no longer be in the cocaine business. His brothers Osvaldo, Dixon and Uber were all murdered.
Jennifer Lopez was slated to portray Griselda Blanco in a movie about Griselda's brutal reign. Griselda's son, Michael Corleone Blanco said J-Lo was 'disrespectful' for not consulting him. The project was cancelled.
